Why should you consider my suggestions for  improving our government?  Because, I have 35 years of experience in lcounty,  state, and local government.
I had  two years as a Personnel Administrator for New Castle County Delaware. 
I had twenty-two years administrative experience with the Commonwealth of Pennsylvania as Local Government Policy Specialist, last in the Governor Tom Ridge’s Northwest Regional Office. In local government I was the Town Manager of Lionville, Pennsylvania for 4 years and the Town Manager of Winterport, Maine for 7 years. AND I am a wise 84-year-old man. My birthday is 6/27/1940.

 Until I was twelve, I only heard about Democrats Roosevelt and Truman. My parents were enthusiastic loyal Democrats. I have been voting since 1964. I voted for six democrats: Johnson, Humphrey, Carter, Carter, Clinton, and Al Gore. I voted for one Independent, Ross Perot. I voted for six Republicans: Reagan, Bush, McCain, Romney, Trump, and Trump.

As a middle school student, I was for Democrat Stevenson who lost to Eisenhower.

I graduated John Bapst High School in Bangor.

In 1960, I was too young to vote, because 18- to 21-year-old people could not vote.
I was in the US Army at 20 years old  (1959-1962).
I would have voted for Democrat Kennedy.
At the University of Maine Orono, I got a BA in1966 (Town and City Management).
At  Fels Institute, Penn  I received  a MGA 1967 (Governmental Administration).

I married my wife, Khristine Barnick 61 years ago. See our pictures on the reverse.

I have three children: Dianne, Leo Jr and Khristopher.

I belong to the Knights of Columbus Bangor Maine.

My current pursuits: bowling, writing, and watching mysteries on Television.

Past Adventures: fishing, bridge, reading, scuba diving, flying, marathon running, volunteering various, food cupboard and prison ministry.

In the Maine Nov 6, 2012, General Election for the Maine House of Representatives I was defeated by 62 votes (0.014% of 4190 votes) by longtime Democratic representative Joseph Brooks who ran as an INDEPENDENT.


I thank the people who have inspired me and helped me in this endeavor.
It is a personal and private exchange between me and my friends as well as those with whom I want to privately exchange this personal information.
When I first started to write my ideas for making our US Constitution better, I tried to keep "Each Note" as brief as a letter to the editor of the NY Times newspaper. But the  "NYT" was too restrictive. I did notice that the NY Times published many editorials that were much longer, and I concluded long was allowed only to the famous and eloquent like Stephen King. So, I set goals for my notes. I would make then only as long as an 8 1/2" by 11" page in 12-point type. I use Microsoft Word's "Editor" icon to check my grammar, spelling, and literary style. I try to achieve "Editor" scores for my writing of ninety-five and above for formal, professional, and casual styles.
My “Notes” are about revising the US Constitution "electoral college system" were a way to express my opinion, free speech. I thought that if I share my opinions with others, especially through digital exchanges, my opinion ought to give appropriate attribution to the original authors who convinced me to speak their words and works. The Spirits of the Fifty-five Under the "Eye of Providence” Built Our Democratic Representative Government.

This light contains my 2023 American Heritage Coin Collection.

At the top is the coin Seal of the United States of America.  On the front is The Eye of Providence. On the back is the American Eagle.

The "Spirits of the Fifty-five" founding fathers are held in these  US Mint 50 State Quarters and five other revolutionary war coin replicas.

They are bound tightly in the golden British Union Jack sides of this pyramid representing a strong structure of our government.

On the bottom of this pyramid are golden chains representing the voters.

"We the People" have ALL the power. We exert influence and pressure upwards from our towns, villages, cities, counties, and states through our CONSTITUTION. It is stronger than the great four-sided pyramid of Egypt. 

The Founding Fathers set up our government with protections, controls, "checks and balances".

On the first side of this pyramid is our Legislature, the U S Congress.

Second is the Executive, the President.

Third is the Supreme Court, our justice.

Now it is time to add to our Constitution, the fourth.

The Parties.

“We the People” should place in our Constitution controls, protections, and "check and balances" upon parties.

During this year I choose to study how to change our US Constitution, so it provides a better way to elect the President. I love challenges. What are the chances of success?

What are the odds?

Who am I to exercise my right to freely express my opinion? I do not recall ever missing any election. I am certain my vote counted. In the 2020 Presidential election 154.6 million people voted.
